build an IOS app using Eclipse?

Sorry for the noob question>> Is it possible to hire someone to build an IOS app using Eclipse? So basically, he'll program it using buzztouch, test it out with eclipse and then download the IOS source code for submission? Again sorry for the noob (or dumb?) question. Thanks!

Okay thanks for the answers! :) What if I have my own Mac? Maybe he can do the coding stuff and I can do the stuff that requires Xcode and Mac? Still no?
