I just resubmitted it same binary. Also wont the notepad and paint plugins work as functionality instead of a quiz?

fair enough! I dunno though, i think i'd hold back. You obviously know a lot about the subject and your competition. Are they all missing anything that you could provide? If you can think of anything, you might have an edge to get submitted and get to the top? Just a thought.

Yeah i have added a lot of things that no one else has, but i could come up with other things. There are some things that i lack, but it isnt incomplete.

i will make a video for you all to show you the functionality since you probably cant get a hang of what they are actually rejecting:P i wont submit it yet just incase one of you have an idea.

Okay. So I have figured out why your getting rejected? This is for the Game MineCraft? Have you gotten written consent from the minecraft as this game is copyrighted and could in get you into a legal battle if it gets published? If you get the minecraft too approve for publish it your golden.
