In the explanation, it says "Select Yes if your app allows users to navigate and view web pages, such as with an embedded browser." which makes me think I have to select it, even though the user cannot change the page... "Select Yes if your app allows users to navigate and view web pages, such as with an embedded browser" I would be guessing, if they can navigate away from the links or pages you provide, then it is unrestricted. If they can not (no address bar) i.e. no way to enter a different URL, then no it is restricted. I think the 'navigate' part is what would be the deciding factor. My own feeling is that 17+ is a major downer. I would put it through answering 'no'. If you get a hard arse they'll just come back and tell you to change it, so you lose nothing in the end, but at least have the chance to slip through without the 17+ rating.
