where is Libs Folder?

I am unable to find the libs folder.I dont know how to get it.I tried adding it myself to bin folder.But it didnt work? Create a folder called libs on your desktop and drag it into your project in eclipse. If you drag it onto the name of your project in the lefthand pane it'll go in the right place.
