I´m not a coder so that's far ahead of my knowledge to make a plugin for that...but some of you might have the time and knowledge...? There are some "free" color pickers at Github and so on if you are interested in building from existing work... The info I took out of it, is that the Mac has a built in color utility located in your Applications/Utilities directory called 'Digital Color Meter'. It displays colors in several formats.
