attaching splash screen to menus

I was thinking along the lines of when the menu loads, a splash screen (html doc, png, etc) loads and either fades away or you tap on it, then the normal menu loads. In the app I am working on now, it would be a question or comment that would load, and then there would be choices in the menu. I might just try to mod a menu plugin to load a screen first.
