I am just curious if anybody has paid for this kind of promotion. $99 is not a lot of money, but I wonder if it is worth it. A lot will offer you analytical services for cash. I haven't seen this one, though. But I'd be real cautious before signing up. Apple will ban your app and possibly account real quick if they think you're paying for reviews or getting them artificially in any way. It seems that they don't submit reviews directly into the App Store, but they send the information to a bunch of website and blogs that supposedly write about the app to generate buzz.
