Welcome to BT! You've found a great community here who are always happy to help and burn the midnight oil with you! My initial response was going to be no (as was the case in the past) but I think there are a couple of options now that utilize some open source projects and the browser. Have a google at Orion and similar. I'd wonder about the CPU power though and would think any workaround would be slow. Left us all know if you find anything. Have a good un and enjoy the ride!

you can use macincloud.com with iPad and iPhone.I agree with MacApple, any workaround is slower, although macincloud has a hundred buck a month plan for a dedicated server.they do give you Adobe Photoshop and other tools, free for use.I use to use 25 bucks a month plan before getting a Mac.

The problem is I have a windows 7 PC and an ipad. I tried downloading eclipse on my PC. It worked a couple of times then stopped working with the following message "The Eclipse executable launcher was unable to locate its companion shared library". If this problem could be solved I could carry on using my PC to develop an android app. I Cannot get a Mac yet.

Thanks for the feed back. RE: macincloud.com What do they mean "Bring Your Own Software Licenses"?

I don't use it but would assume it means you can run any software - in the cloud - that you have purchased licenses for.

Alternatively, you can try using the android studio package.
